It doesn't actually mean anything. It's not like you can call them in to as many wars as you want or use them to do whatever you want. You can't even use the excommunication mechanic if the nation you want to excommunicate has good relations with the papal state. It's a better investment of papal influence yo buy merchantilism or stability than waste it on papal controller. Not to mention that with the new changes to papal controller it is so much harder to get because the papal state feels like an endless fountain of papal influence to invest in papal controller.
