There were some people calling BS on 6/6/6/6 screenshot here recently, which surprised me as it should be easy to setup a test for it.

Setup:

100 army tradition, game says it will give 7 to 18 pips
Oda, so +3 pips from national ideas
6 idea groups needed
offensive, for +2 pips
aristocratic, for +1 pip
innovative/offensive policy, for +1 pip policy
humanist/quantity, for +1 pip policy
exploration/quantity, for +1 pip policy
(there are some other combinations, but I think 6 idea groups are needed for any +6 pip total bonus)

Then I rolled 100 generals. I got:

1x 24 pip general
6x 23 pip general
15x 22 pip general
13x 21 pip general
13x 20 pip general
12x 19 pip general
13x 18 pip general
15x 17 pip general
10x 16 pip generals
2x 15 pip generals

That's a fairly weird distribution and doesn't look like proper normal curve, but 6/6/6/6s are definitely possible.

I think a much more reasonable way to get 6/6/6/6 by getting one in 20s and drilling cheese.

Either way, there's no value in going for this combo as far as I know, other than some reddit karma if you call your 6/6/6/6 something memey and post a screenshot.
