    Couldn't take over the Hawaii islands

    Hi all,

    I'm playing as Japan and I wanted to conquer the 4 Hawaii provinces for the "Secure the Pacific" mission, however, when I went to war and landed my troops, they'd just sit around and wouldn't take over the cities. Am I doing something wrong here?

    It's worth noting that the islands to the left of Hawaii are currently occupied by Spain, but I'm planning on dealing with that later

    Any help would be appreciated, thanks

    Edit: extra info from a commentI declared war on Maui, who owns Hawaii and Maui, along with their ally Kaua'i, who owns Oahu and Kauai, not as a co-belligerent. I first tried landing on Oahu, then moved onto Maui and then Hawaii, none of which i could take over. I have a permanent claim on all four islands, and I chose the "conquer Hawaii" war goal against Maui.

    Edit 2: have just found the source of the problem to be exiled troops, thanks for your replies
