I tested a bit of the new naval balance in 1.31.5 and it seems late game galleys lose against heavies in coastal seas but win in inland seas.

    Posted: 18 Jun 2021 05:44 AM PDT

tldr: at technology 32 and with flat rolls, galleys lose against heavies in coastal seas, but win in inland seas.

Having seen Habibi's video about galleys stackwiping heavies in open seas when Leviathan released, I wanted to see how much they changed the naval balance in the last patch, so I run some tests with console commands.

The nations I used are Vijayanagar and Timurids, as they have no naval related traditions. Prestige and Naval tradition are set to 100, Admirals are 2/2/0/0, technology is 32 and all ships are upgraded. Dice rolls are set to 5.

There is a 0.03-0.07 difference in morale because of PP which it seems like there is no command to change it, but it should be negligible.

I run 5 battles in each sea with those parameters, once with only galleys and once with 3 heavies + galleys as heavies are supposed to tank the damage. With them galleys took less losses in coastal seas and once they killed 4 heavies but still lost.

    Those are the results:

    • Coastal sea, 60 Archipelago Frigates vs 20 Threedeckers: Heavies won 5-0

    • Coastal sea, 51 Archipelago Frigates + 3 Theedeckers vs 20 Threedeckers: Heavies won 5-0.

    • Inland sea, 60 Archipelago Frigates vs 20 Threedeckers: Galleys won 5-0

    • Inland sea, 51 Archipelago Frigates + 3 Threedeckers vs 20 Threedeckers: Galleys won 5-0

    • Open sea, 75 Archipelago Frigates vs 25 Threedeckers: Heavies won 5-0

Didn't bother with 3 heavies + galleys in open sea since it's obvious they would lose. So galleys are bad again in coastal (and open) sea, but they can beat heavies by themselves in inland seas, even lategame. Was this possible before Leviathan? From my experience I'd say not really but I never tested it properly.
