Why does this game keeps reminding you that unimportant CBs like Diplomatic Insult are about to run out, but keeps quiet when an important one like Restoration of Union runs out?

Playing as Austria, got the CB on Milan, but first took Bohemia (I might have gotten it shortly after I PU'd Bohemia.

Wait for my manpower to recover, suddenly I get the message the CB ran out. No warning, nowhere a message that how temporary this CB would be. But Diplomatic Insult keeps getting its own explicit notifications before it runs out.
