    The modifier "Nation is in debt" when calling AI allies to war needs to be reworked

    Currently, any debt an AI nation has directly translates to a modifier that makes them increasingly unlikely to join wars you start. Even for low amounts of loans, this modifier quickly becomes so high that it makes all other modifiers irrelevant. Together with an AI which likes taking loans, particularly in case of large countries, this makes AI allies incredibly unreliable and leads to frustrating game play, where preparing for war means taking loans to pay off an AI debt. There is no way to predict AI taking on debt, and having defensive calls to arms refused because all your allies decided to take debt leads to a lot of game crashes.

    A country with no debt should not be the base line. Every country in history was in debt for most of its existence. Also in EU4, loans are very helpful to fuel expansion and to build a successful and strong economy later in the game. AI should be encouraged to take reasonable amounts of debt to leverage this, but it should not make them completely useless as allies.

    There should be a base line of how much debt is considered okay for a country, and debt below that level should not impact the AI's willingness to join wars. This could be based on income to debt ratio, number of loans, or interest to income ratio. Only if debt exceeds this level, a country considers itself debt-ridden and will avoid joining wars for that reason, resulting in the modifiers we have right now for the amount of debt exceeding this base level.
