Amazing 'improvement' of AI in 1.30 patch

The more I play EU4 with 1.30 patch, the more I get disappointed. Here is an example from my recent Tunis campaign.

My ally the Ottomans declared a war against little Naxos. This had to be an easy war as Naxos had no allies, their fleet was sunk after the first naval battle and they had no army because their only province was occupied by Catholic zealots. Oh yes, rebels - that was a key to glorious defensive operation against the most powerful country in the world. For more than 30 years 2k stack of rebels, who were unable to siege the capital of Naxos scared off 120k of Ottoman troops. 30 years my ally kept all of it's troops and fortresses on full maintenance. Since they lose around 30 ducats each month at the moment they have around 9k of debts.

So right now we have a bunch of new amazing mechanics as well as an AI that have no idea how to deal with the bunch of rebels, that's the most ridiculous thing I have ever seen in EU for a long time.

Does anyone ever seen the AI create a client state?

I never seen the AI utilizing this mechanic, even by 1820. Is the AI even smart enough to use such mechanic?
