    Covert actions are a problem for years now and we finally need to get the major issues fixed.

    I'm sure most people who play until after 1650 know that the AI really loves to spam covert actions on us, mainly sowing discontent (+2 unrest -1 legitimacy yearly) and which is insanely broken sabotaging reputation (-3 diplomatic reputation)

    there is actually no way to counteract any of that, you could try to counter espionage to prevent the AI from constantly debuffing you, but that won't help if you have like 6 rivals all the time (not that counterespionage is really doing anything anyway lol)

    This is really annoying to deal with and I really hope these actions are being locked behind the espionage idea group in the future (might actually give people a reason to use the idea group, I only got it for the counterespionage bonus and that didn't help at all)

    Shattered retreats really need to be reworked!

    I need to blow off some steam, I just had a battle in Spain as Morocco. My army got defeated and retreated all the way to Mali. I absolutely despise this mechanic and Paradox didn't even have the good judgment to make it an optional feature like in CK2.

    Being a long time veteran of games like EU and CK I see where they were going with this. They want to make wars longer and costlier, by preventing immediate stack-wipes, as the alternative is of-course ping-ponging enemy armies until you manage to stack-wipe them. And while the Initial idea makes sense the implementation is simply trash.

    Here are just some ideas how to make it better:

    1. make it possible to intercept retreating armies by an army that is already in the province they are retreating to. This is absolutely realistic and makes sense.
    2. Limit the retreats to a certain maximum of provinces (like 3 or 4)
    3. Make it possible to designate retreat provinces, to which the army should go to if defeated.

    Currently the mechanic is no fun and unrealistic / unhistorical. Feel free to convince me otherwise.

    Bohemia can culture shift to Saxon or Pomeranian and form Prussia given it has the approriate provinces.

    But why?

    - Bohemia has a somewhat better starting position than Brandenburg: they have more troops and more income.

    - Bohemia is also an elector. Forming Prussia will not remove it from the HRE.

    - Bohemia can choose the von Habsburgs as their dynasty due to staring in Interregum. That means you can potentially get a PU over Austria either by force or by luck; I got a PU over them peacefully in my game.

    The big reason however is this:

    - With Emperor DLC enabled, Bohemia gets Restoration of Union CBs over Hungary and Poland (+Lithuania), and Subjugation CBs over Brandenburg and Saxony, and claims over all of Balkans that are controlled by Ottomans.

    - While it is not easy to keep Poland loyal, if you manage to pull that off you can get all territories you needed in one war, plus whatever you managed to get out of a PU Poland in 50 years. Poland has the tendency to get into a war with the Ottos, which gives you a really good chance to attack, if either Austria or Denmark is helping.

    - If you want to continue to play the HRE game, you have the option to make Saxony and Brandenburg PUs, so they will not penalise IA generation. If you manage to pass the Perpetual Diet and if your PUs joined the HRE, you might even get the permanent +1 diplo points on yor monarchs from the mission tree.

    - You can also just annex Saxony and Brandenburg to get Saxon provinces to culture shift. If you annex both you probably will have enough Saxon provinces to culture shift.

    While it will take some time to form Prussia in this way as you have to integrate Poland, and possibly Saxony/Brandenburg, you can still form Prussia by ~1600, with Lithuania and Hungary under you too.
