I think the Russian military is often underrated by players.

    Posted: 07 Dec 2019 08:27 AM PST

People always talk about the strength of military powerhouses like Prussia, Poland, Sweden, Spain etc. And not without good reason. Their national ideas immediately jump out to you as strong and powerful, and have a significant impact on the quality of their troops. But Russia is often underestimated since their ideas initially don't appear too special outside of a quantity advantage. The AI's incompetence at using Russia further cements their reputations of a paper tiger. But Russia has a lot of deceptive bonuses from their religion, government and tech group that don't really seem obvious until you take a look at them, and in reality they're devastating war machine easily on par with the others.

First let's take a look at their most obvious advantage: Quantity. Russia has by far the best bonuses to enhancing the quantity of their troops. 33% manpower is above every other easily formable nation already, but what's truly outstanding is their 50% extra force limit. Force limit bonuses are surprisingly rare. Aside from the Ottomans and Scotland, who come close with their 33% force limit bonus, no other country can come close to matching what Russia can dish out. But Russia's manpower bonuses don't end there. Tsardom government, which is unique only to Russia and Ruthenia, give them an extra 20%. The legal serfdom event gives them another 20%. On top of all that, they're almost always the only major orthodox nation, which gives a whopping 33% local manpower modifier at 100% patriarch authority, and an icon that gives 10% manpower recovery speed and 5% discipline. For each orthodox province they have, they're getting a 1 + 0.33 + 0.33 + 0.2 + 0.2 = 206% manpower boost at 100% patriarch authority. Combined with Russian's gigantic force limit modifier, they're truly the masters of quantity and can sustain and support a much larger army than most nations.

But Quantity isn't useful without quality, and the Russians have deceptively strong quality. I'm not going to pretend that their quality is up to par with a country like Prussia, but the sum of their parts is still far more dangerous than they seem, which is even more overwhelming considering the massive quantity advantages they have. Let me list the potential boosts they can receive.

First off, Tsardom gives access to Streltsy. Streltsy are special infantry units that do an additional 10% extra fire damage. Streltsy are exceptionally easy to spam compared to all other special units, since you get 20% of your force limit every time you use the interaction. Russia just so happen to have that gigantic force limit boost, so you can expect to fill your entire infantry line with them. Russia also have a -10% fire damage received modifier, so in total you can expect their infantry to do 10% extra fire damage and receive 10% less.

Russia also have a 10% extra artillery combat ability from their ideas. Artillery are the most dangerous and important units in the late game, since they're the only ones that can fire from the back row and give half their defensive pips to units in the front. And in the late game their fire damage and pips allow them to greatly exceed the damage of infantry, making them critical to the fire phase of combat. Very few countries get bonuses to artillery, and none of them are majors like Russia. This is an exceptional strong bonus easily on par with Prussia's infantry combat ability, since artillery is so lethal. Keep in mind that all Russian units get -10% fire damage received, which is huge boost in the fire phase since Russian units both do more (Infantry and artillery are the biggest contributors in the fire phase) and receive less.

On top of that, Russia is a christian eastern tech country, which means they get access to cossack estates, along with Poland, Lithuania, etc. Cossack estates can train special cossack regiments, cavalry that do extra 10% shock damage. and they give 20% extra cav combat ability when loyal and above 60 influence. Cavalry are generally the big players in the shock phase, since they deal dramatically more shock damage and have more shock pips than the other unit types. While this is not unique to them, it's still a significant advantage that Russia can use, on top of their semi-unique infantry and artillery bonuses.

Lastly, we have icons. The icon of St Micheal gives them access to 5% discipline and 10% manpower recovery, which patches up their lack of discipline bonuses. While this large discipline bonus isn't unique to Orthodox, it should be noted that within their general region, no other religions have easy access to the same level of discipline bonuses that Russia start with. The closest is Protestant's 2.5%, but you'd have to look to dharmic or pagan groups for the same amount of discipline bonuses.

In sum, Russia have a dramatic and overwhelming quantity advantage, with troops that are significantly less papery than they appear. A properly built Russia is a military terror that should be feared. While they're not the same level of space marines of fan favorites, the Russian imperial guard can both take and give a beating, while overwhelming you with their sheer numbers.

I'm super excited that, 111 years after the game start, I passed the most powerful Imperial Reform, turned the entire HRE — all Catholic, by the way, with few exceptions — into my unstoppable vassal swarm, eclipsed all my rivals (I don't have any possible rivals now!), and unfortunately made Byzantium, a normal vassal, get 300% liberty desire from relative strength.

To me, this is as exciting as winning the Hundred Years' War as England, breaking free from Burgundy as Holland without any DLC, finally full-annexing the Ottomans as Aragon in the mid-1600s, defeating Granada in my first ever game of EU4 (playing as Castile), and docking for the first time in Kerbal Space Program... combined!

    Time to get to work!
