    Move capital to Europe 1.29 without 50% dev requirement

    Hi guys,

    I tested it in my last run to move capital to Europe as described in Siu-King video here. It seems that it is not working anymore. I've gone through all options and last and only one doable in Ironman was forming another country which moves your capital to Europe. Not all tags are viable for this. After few my tests (and help from wiki) it is possible by forming these nations:
    Andalusia (Muslim nation)
    Croatia
    Greece (10 adm)
    Great Britain (10 adm)
    Hanover (10 adm)
    Iceland (Only if you are small - don't recommend)
    Italy (10 adm)
    Rûm (Moving capital to Constantinople is possible even after Ottomans done it before - but not for second time as Rûm)
    Russia (10 adm - repeatable decision "Move capital to St. Petersburg")

    Tested NOT WORKING:
    Romania (bad information on wiki)
    Georgia
    Westphalia
    Ireland
    Golden Horde
    Netherlands
    If someone found another way to break 50% rule to move capital to another continent or finds another nation I forgot I'll be really glad to add it here. Thanks for suggestions. Hope this will help.

    Remember: you have to swap culture before you can change tag.
