    Consumer Rights and Making Complaints.

    So with Leviathan being released in that state that it was and the subsequent patches further breaking the game, I've decided to lodge a complaint with the Swedish Consumer Rights Agency on the grounds that Paradox's advertising was dishonest and misleading. I do this in the hopes that it will spark an investigation into Paradox's business practices and, at the very least, make them think twice before they do this again.

    Here are the main points of my complaint:

    - Paradox knew about serious flaws in their product and released it regardless, only acknowledging the flaws after many had bought the game.

    - As part of their advertising campaign, Paradox paid multiple "Youtubers" to release complimentary videos advertising Leviathans features while not highlighting the flaws in the product. This misled the consumer.

    - The marketing description of the product, both on Paradox's website and on the Steam store page, is fundamentally different to what is experienced in the game. Features advertised are missing from the product, misleading, or not functioning as intended.

    Culture has always been a little flat in EU4. Aside from its largely static nature, all an accepted culture does is give a bonus to manpower, tax, and unrest. There are two ways to make a province accepted culture: accept the culture outright with a one time cost of 100 diplo or convert it to an accepted culture with diplo points. The issue here is how much stronger the former is than the latter. You could spend 100 diplo accepting Turkish as a culture or 1000 converting all the Turkish provinces. To some extent, this is understandable, because there is a limit to the amount of accepted cultures, but it doesn't do much for RP, and culture conversion is one of the worst uses of monarch points as far as the tangible benefit, which somewhat pigeonholes how a nation governs its empire.

    There could be some small changes implemented that I think could go a long way. For one, primary culture/culture group provinces could cost slightly less in governing capacity. They could also be weighted towards reform progress so that a GB with India colonized isn't painfully slow to reform. There could be mechanics introduced to allow a player to gain more benefit from the dev of primary culture at the expense of all others (a different kind of concentrated development).

    Anyone else have any ideas? It's always bugged me how it makes no difference if you accept all of France's culture or turn them all into tea-drinking proper Englishman.
