    What a province would be like to live in depending on it's development.

    3-4 Development = Everyone lives in tents, and there's barely any infrastructure. You'd be lucky if there's even a single dirt road in this province.

    5-9 Development = There are farming/mining settlements in different areas of the province. Everyone for the most part lives in huts, however most settled lands are connected via dirt roads.

    10-15 Development = There are a few villages in the area, and a proper cobblestone road goes through the province linking to other provinces.

    16-19 Development = The major settlement in the province is an actual town with a council, mayor, toll roads, it's own military, guilds.

    20-29 Development = This province contains a city that would be considered a major city in the late medieval period. There'd most likely be a major center of religion (such as a cathedral, grand mosque, grand temple.) The major roads would be more smooth and maintained, making trade easier.

    30-39 Development = The city has grown most likely to contain a palace for the ruler of the nation, and a few major palace estates for the city elite. More modern facilities which have sprung up during the times of EU4 would begin to emerge, such as opera houses, theaters, tennis courts, and other places of entertainment.

    40-49 Development = The city has grown to become a metropolis akin to that of Rome, now sporting it's own plumbing system, and world wonders.

    50+ Development = The city has grown so large, and marvelous, that the city is considered to be more modern than even Rome at it's height. The entire city is a work of art in some way or form.
