He doesn't seem to have been an absolute genius like Mehmed or something, but he certainly wasn't a subpar ruler, especially diplomatically. Something like 3/5/4 probably fits him better. The article is also interesting because you recognize a lot of the places just from EU4... Like it says "In the 1440s, Uthman also personally engaged in military campaigns towards the south, against the autonomous inland towns of Nefta and Touggourt, and subdued them to central control." and you're like "oh, that makes sense."
