    Pirates Should Be an Estate

    I've been playing a lot in North Africa recently (lost a run as Morocco, but very close to getting Sons of Carthage now as Tunis), and I really don't like how pirate enclaves are currently implemented. Morocco is forced to release Sale as a march by event, and Tunis gets the option of giving Algiers over to Barbarossa.

    In both cases, turning land you've already cored over to a subject feels dumb, as well as ruins your nice borders. Besides, why would I want to compete for raiding targets with my own subjects? Instead, pirates should be an estate that Maghrebi nations have access to, just like Rajputs/Jains for India. You can assign coastal provinces to them for an autonomy cost and get a tax bonus (representing their raiding), naval capacity, or some other benefit. If done, I'm sure this could be ported over to the new estate system they're developing for the Emperor expansion. Thoughts?
