What I want most in EUV - passive tech and development Posted: 20 Mar 2020 08:33 AM PDT The way institutions work is brilliant. They spread based on the factors in your province like "hey you got a university? Have some enlightenment" Tech should work like this. Instead of accumulating points and then ooh spend them on tech (which feels really dumb) I want my country that builds lots of ships to advance in shipbuilding. But also my country that's nearby a country that builds lots of ships to gather some of that knowledge through osmosis. I want my country with lots of investment in things like many factories to advance in economic tech. I want my bloody always at war army advancing in military tech. Similarly - I want development to happen on its own. Doesn't mean I don't influence it - policies I put on provinces should influence how they develop as should buildings and geography, and the cost of war should be slowed development. Basically I want both of these things always on and influenced by my decisions but not so simple as "store up monarch power then spend it all at once on a tech". That's really dumb.
